REQUEST FOR SITE PLAN REVIEW FOR AN APARTMENT BUILD]lNG LOCATED <br />WITHIN THE PONDS SUBDMSION; <br /> CASE OF ROYAL OAKS REALTY, INC. <br /> By: Principal Planner, Patrick Trudgeon <br /> <br />Background: <br /> <br />Mr. Michael Black of Royal Oaks Realty, Inc. has applied for site plan review for an apartment <br />building to be located within The Ponds subdivision. The applicant is planning on constructing 82 <br />apartment units designed for senior citizens. The apartment building will be located on Dysprosium <br />St. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Site plan and preliminary plat for The Ponds <br />City Staff Review Letter dated June 1, 2001 <br /> <br />Notification: <br /> <br />Site plans are not required to be subjected to public hearings. The platting and rezoning of The <br />Ponds subdivision is subject to two public hearings and the adjacent properly owners are aware of the <br />pending development. In addition, a public hearing for a variance to height restrictions for the <br />apartment building will be conducted. <br /> <br />Observations: <br /> <br />The applicam has submitted an application for the rezoning of the development property from B-l, <br />Business and R-l, Single-Family Residential to Planned Unit Development (P.U.D.). The rezoning <br />would allow the property to be subdivided into 73 single-family lots, 152 townhome units and 82 <br />apartment units. <br /> <br />The apartment building will be constructed in an area that is roughly 9.06 acres in size. The gross <br />density of the apartments will be 9.05 units per acre. Once wetlands are factored out, the net density <br />will be 14.36 units per acre. The March 2001 Draft Comprehensive Plan indicates the apartment <br />building location is planned for high density housing at a density up to 15 units per net acre. <br /> <br />The apartment building complies with all setback requirements. The apartment building is setback <br />70 feet from the property line of the nearest lot along Dysprosium St. Adequate screening will be <br />necessary along the south property line from the existing single-family lots. Acceptable screening <br />includes berming, plantings, or fencing. The landscaping plan should be modified 'to show the <br />proposed screening. <br /> <br />The apa~ tment building will consist of three stories. The proposed height of the apartment building <br />exceeds the 35 foot maximum height for structures allowed under City Code. The applicant is <br />applying for a variance to exceed the maximum height concurrently with the site plan review <br /> <br /> <br />
