Primaries - Commissioner Donovan asl<ed is it possible, taking steps to add Councilmembers, <br />maybe we have eliminated the need for a primary - it makes it moot. <br /> <br />Commissioner Childs thought it may be premature for the ballot, but it needs to be discussed. <br /> <br />Consensus was that it did not need to be discussed right now. <br /> <br />Mr. Goodr/ch asked how much or how little does the Charter Commission want to be involved in <br />the public education on this issue of adding Councih-nembers. He figured they should at least <br />have a public hearing and maybe a cable broadcast. <br /> <br />Commissioner Henke stated that a public.heating is a public forum where pros and cons could be <br />brought up. It could be slanted. <br /> <br />Con'n'nissioner Donovan felt that a public hearing should be held but to "scratch" . the idea of a <br />cable show. The meeting could be televised and it would serve as a public informational <br />meeting, The meeting would not be to debate if it is on the ballot. <br /> <br />Mr. Goodrich stated that he will present Council with the question and the form. It is within six <br />months of an election so it will need to be put on the general election as opposed to a special. <br />The turnout is better at a general election anyway. <br /> <br />Councilmember Hendriksen stated that by making one Council term a perpetual two-year term, <br />you will eliminate that one issue of not electing the majority in a non-president/al year. 'Why not <br />make that third Council seat in presidential years a two-year term. He stated he is aslcing the <br />Charter to make this decision consciously. <br /> <br />Commissioner Vogt stated that we will have increased the City Council people from four to six, <br />but we have time to debate the term in the next year. <br /> <br />Commissioner Henke mentioned changing the Mayor's term from four years to three years. <br /> <br />Consensus was that the issue of the terms could be discussed at a later date. <br /> <br />COMMISSION INPUT: <br /> <br />I) Charter Corrections/Amendments <br /> <br />It was mentioned that there are housekeeping issues with the Charter such as 3.2.1 - liaison -.. i <br />that tl~ee of four Councilmembers shall act as liaisons. It is actually four out of four and that <br />should be changed.
