Unless found to be manifestly unconstitutional, thc city council shall schedule an election to decide thc .qucation posed by initiative, referendum or recall, upon receipt ora petition found to comply with the format set forth in state law t'or amending the chmler, and which has been signed by a sufficient number of voters. Section S~S lultlative ~o Amend the Charter. Nothing in this chapter shall be construed in any wa); as affecting the right oftbe electors to propose tamendments to this'charter. Section ~ Enforcvablllty ;md Effective Date. This amendment shall replace sections 5.1 through 5.8 of the Ramsay city charier and become effective at 12:01 AM of thc day following ratification by thc citiZens of Ramsay. If any provision of this chapter is found to be unenforceable for any reason thc remaining portion shall apply to thc fullest extent possible. Section .5.60tiHgatlon to Uphold Changes. The city shall be required to implement all actions proposed under this chapter, which have been approved by the voters. Furthermore, the city shall defend, protect and uphold, to the fullest extent possible under the law, amendments to the charier and all actions approved under the initiative, referendum and reeatl process unless such actions arc round to bc manifestly unconstitutional.
