I
I
I
I
I
I
I
I
I

CC CASE:

PUBLIC HEARING TO CONSIDER IMPROVEMENT PROJECT 02-21,
151~t AVE, 152"a AVE and FLOURINE ST. SEWER WATER AND STREETS
By: Brian E. Olson, Assistant Director of Public Works/Principal City Engineer

Background:

Enclosed is a feasibility study for proposed Improvement Project 02-21, 151st Ave, 152na Ave,
and Flourine St Streets and Utilities. The streets included in this proposed project are:

· 151st Street NW
152'~a Avenue NW
· Flourine StreetNW

between TH47 Service - Flourine Street NW
between TH47 Service - dead end
between 151 st Avenue NW - 152na Avenue NW

It should be noted that a similar project has been initiated for the area south and west, however,
that wilI be covered by a-separate feasibility study. Should all projects be ordered for
implementation by the City Council, the projects will have combined plans and specifications and
be bid as a single project to take advantage of the economies of scale.

The construction of this project will result in some disruption of the area, however, residents
should have access to their properties almost all of the times. If approved there will be
construction noise, traffic, dust, and mud. We will keep the residents informed of construction
activities and schedules and do everything possible to minimize the inconvenience.

These streets are approximately 24 feet wide and dirt streets. There is significant drainage
problems in the area as evidenced by past photos that have been presented to the City Council.

An important step in the preparatibn of a feasibility study for these types of projects is to hold an
informational meeting with the residents. The purpose of this meeting is to provide general
information regarding the proposed project to the effected residents and receive feedback about
their needs and preferences. The informational meeting for Project 02-21 was held at 7:00 p.m. on
September 20, 2001, at City Hall. 17 residents representing 15 households from the project area
attended the meeting and we received several phone inquiries as a result of the mailed notice.
After a staff presentation of the proposed project, time was spent answering residents' questions
and addressing their concerns,

There seemed to be support from those attending, however, there was some concerns that were
expressed. The concerns that have been brought up include:

· Presence of Municipal Utilities (sewer, water, and storm sewer)
· The "due on sale clause" ordinance.
· Development potential of the adjacent land.
· No 152nd Avenue NW connection.
· Cost and assessment policy.

-195-
