FEASIBILITY REPORT STREET, STORM SEWER, WATER & SANITARY SEWER ~,, FOR 151st AVE./FLUORINE ST. & 152® AVE. CITY OF RAMSEY, MINNESOTA 1.0 INTRODUCTION The purpose of this report is to review the technical feasibility of providing the single family subdivision lots abutting 151st Ave./Fluorine St. & 152nd Ave. with street, storm sewer, water and sanitary sewer facilities, from the service road west of TH 47 to the plat boundaries, in the City of Ramsey as required by Minnesota Statute 429. The benefited project area, as shown on Exhibits A, B & C, lies within the Southwest Quarter of Section 24, Township 32 North, Range 25 West, City of Ramsey, Anoka County, Minnesota. PUBLIC INPUT In September of 2001, a public information meeting was held to discuss the needs of this area and hear the comments or concerns of the residents of the community. These needs form the basis for the improvements proposed in this report. Many of the residents desired 152® Ave. to end as cul-de-sac However, to provide better emergency and public service access to the public, including the residents in this subdivision and the future residents of the adjoining property, it is the City policy to interconnect roadways unless there is some physical reason that precludes the connection. FINANCING It is proposed to finance the project by several methods. STREETS Since the streets are not paved in this project area, current City policy is to improve the street as a paved urban section with concrete curb and gutter. Because of a request by the City Council, an un-paved gravel roadway with ditch sections has been evaluated as an option. With the paving option, the City Council directed staff to include in each Feasibility Study an item to pave an existing dirt road with 50% cost participation by the City. This option is described as Option lA in this report with the residents paying for 100% concrete curb and gutter. Current City Council direction as discussed during the May 2002 public Works meeting did not define the City's position on cost participation for concrete curb and gutter.
