-204- <br /> <br />2.0 <br /> <br />3.0 <br /> <br />PROJECT NEED <br /> <br />The project as Proposed serves these needs: <br /> <br />· Provides connection to the City's water system as well as completing the <br /> looping of the 8" water main stubbed to the east side of the subdivision. <br /> This will also provide fire protection for the subdivision. <br /> Provides the access to the interconnection of the proposed water <br /> improvements in the two companion projects discussed in Section 1.0. <br /> Provides connection to the City's sanitary sewer system. <br /> After installation of the underground utilities, replaces the existing poorly <br /> drained un-paved street with either a permanent urban paved street with <br /> concrete curb and gutters and improved storm drainage or a rural section <br /> graveled street with improved drainage in ditch sections. City policy <br /> currently requires concrete C&G in all subdivisions in the urban area that <br /> have City water and sewer. <br /> Provides a stormwater detention and water quality treatment pond, with a <br /> positive overflow to the adjacent wetland and eventually to the Rum River, <br /> for the subdivision and for a portion of the Helium St. Extension project <br /> located directly east of the subdivision. <br /> <br />EXISTING CONDITIONS <br /> <br />The proposed project area consists of approximately 24 acres of land that is <br />developed as single-family residential lots. The land within the subdivision is <br />gently sloped with elevations ranging from 885 to 867. <br /> <br />A. Streets and Storm Draina,qe <br /> <br />The existing streets in the subdivision are unpaved with a class 5 aggregate a~nd <br />sand base. The current roadway is not centered in the existing right-of-way. The <br />replacement roadway, whether paved or graveled, will be built centered in the <br />existing right-of-way. Due to a large elevation difference between the opposite <br />sides of the street, the street may need to be super elevated to help match the <br />existing driveways. <br /> <br />There are several locations within the existing road where storm runoff ponds <br />until it infiltrates into the ground. There are not any roadside ditches or <br />underground storm drainage system to collect the storm water.
