I I I I I I I I I CC CASE: PUBLIC HEARING TO CONSIDER IMPROVEMENT PROJECT 02-22, PONDVALE SEWER WATER AND STREETS By: Brian E. Olson, Assistant Director of Public Works/Principal City Engineer Background: Enclosed is a feasibility study for proposed Improvement P roj ect 0 2-22, P ondvale Streets a nd Utilities. The streets included in this proposed project are: · 150"' Lane NW · Helium Street NW between Nowthen Boulevard - Ramsey Meadows 2® Addition between 150th Lane NW - end of Pondvale plat it should be noted that a similar project has been initiated for the area north and east of Pondvale, however, that will be covered by a separate feasibility study. Should all projects be ordered for implementation by the City Council, the projects will have combined plans and specifications and be bid as a single project to take advantage of the economies of scale. The construction of this project Will result in some disruption of the area, however, residents should have access to their properties almost all of the times. If approved there will be construction noise, traffic, dust, and mud. We will keep the residents informed of construction activities and schedules and do everything possible to minimize the inconvenience. These streets are approximately 31 feet wide and have bituminous curbing. They were constructed in 1984 and although the lots were platted to urban standards, the availability of sewer and water w as too far into the future so these properties were served by private septic systems and private wells. An important step in the preparation of a feasibility study for these types of projects is to hold an informational meeting with the residents. The purpose of this meeting is to provide general information regarding the proposed project to the effected residents and receive feedback about their needs and preferences. The informational meeting for Project 02-22 was held at 5:30 p.m. on October 17, 2001, at City Hall. 12 residents representing 8 households from the project area attended the meeting and we received several phone inquiries as a result of the mailed notice. After a staff presentation of the proposed project, time was spent answering residents' questions and addressing their concerns. There seemed to be support from those attending, however, there was some concerns that were expressed. The concerns that have been brought up include: · Presence of Municipal Utilities (sewer, water, and storm sewer) The "due on sale clause" ordinance. · Development potential of the adjacent land. · No Helium Street NW connection. · Cost and assessment policy. -231-
