Olson, Assistant Director of Public Works/Principal City Engineer <br /> <br />Background: <br /> <br />Enclosed is a feasibility study for proposed Improvement P roj ect 0 2-22, P ondvale Streets a nd <br />Utilities. The streets included in this proposed project are: <br /> <br />· 150"' Lane NW <br />· Helium Street NW <br /> <br />between Nowthen Boulevard - Ramsey Meadows 2® Addition <br />between 150th Lane NW - end of Pondvale plat <br /> <br />it should be noted that a similar project has been initiated for the area north and east of Pondvale, <br />however, that will be covered by a separate feasibility study. Should all projects be ordered for <br />implementation by the City Council, the projects will have combined plans and specifications and <br />be bid as a single project to take advantage of the economies of scale. <br /> <br />The construction of this project Will result in some disruption of the area, however, residents <br />should have access to their properties almost all of the times. If approved there will be <br />construction noise, traffic, dust, and mud. We will keep the residents informed of construction <br />activities and schedules and do everything possible to minimize the inconvenience. <br /> <br />These streets are approximately 31 feet wide and have bituminous curbing. They were <br />constructed in 1984 and although the lots were platted to urban standards, the availability of <br />sewer and water w as too far into the future so these properties were served by private septic <br />systems and private wells. <br /> <br />An important step in the preparation of a feasibility study for these types of projects is to hold an <br />informational meeting with the residents. The purpose of this meeting is to provide general <br />information regarding the proposed project to the effected residents and receive feedback about <br />their needs and preferences. The informational meeting for Project 02-22 was held at 5:30 p.m. on <br />October 17, 2001, at City Hall. 12 residents representing 8 households from the project area <br />attended the meeting and we received several phone inquiries as a result of the mailed notice. <br />After a staff presentation of the proposed project, time was spent answering residents' questions <br />and addressing their concerns. <br /> <br />There seemed to be support from those attending, however, there was some concerns that were <br />expressed. The concerns that have been brought up include: <br /> <br />· Presence of Municipal Utilities (sewer, water, and storm sewer) <br /> The "due on sale clause" ordinance. <br />· Development potential of the adjacent land. <br />· No Helium Street NW connection. <br />· Cost and assessment policy. <br /> <br />-231- <br /> <br /> <br />
