CASE #: r~ <br /> <br />REQUEST FOR PRELIMINARY PLAT REVIEW OF THE RAMSEY TOWN CENTER; <br />CASE OF RAMSEY TOWN CENTER, LLC <br /> By: Patrick Trudgeon, AICP <br /> Assistant Community Development Director <br /> <br />Background: <br /> <br />Ramsey Town Center, LLC submitted a preliminary plat for the Ramsey Town Center on June 16, <br />2003. Based on several reviews, City Staff noted corrections and further information needed as part <br />of the preliminary plat submittal. City Staff received revised preliminary plats on July 2, 2003, July <br />21, 2003 and July 30, 2003. The Ramsey Town Center is a mixed-use development on over 300 <br />acres and is located generally on land between Ramsey Blvd. and Armstrong Blvd. The following <br />items are enclosed: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br />f) <br /> <br />Site location map <br />Preliminary Plat submittal dated July 2, 2003, Revised July 21, 2003 <br />Planning Commission Meeting Minutes dated July 10, 2003 <br />Review Letter from Hakanson Anderson dated August 7, 2003 <br />City Staff Review Letter Dated August 8, 2003 <br />Preliminary Plat Resolution <br /> <br />Notification: <br /> <br />Notification of the preliminary plat was mailed to residents within 700 feet of the property. In <br />addition, signs were placed on the property notifying the public that a land use application was <br />pending. <br /> <br />Observations: <br /> <br />The area proposed to be developed as the Ramsey Town Center consists of 316 acres, The majority <br />of the development parcel is currently used for agricultural purposes. There are two existing homes <br />along Ramsey Blvd. The parcel also contains a City of'Ramsey wellhouse and a model airplane <br />landing strip. <br /> <br />The preliminary plat shows major road right-of-ways, two lots, 18 outlots, and 9 areas shown to be <br />dedicated to the City as parks. Lot 1, Block 1 located north of the new Sunwood Drive and abutting <br />Ramsey Blvd. is the proposed location for the P.A.C.T Charter School, which will submit a site plan <br />for consideration in the future. Lot 1, Block 2 is located south of the new Sunwood Drive, abutting <br />Rhinestone St. NW, and is proposed to be the temporary location for a Park and Ride and stop for the <br />Northstar Commuter Coach. Staff has noted that Outlot J (which contains the City well house) will <br />need to be shown as a lot on the final plat. <br /> <br />The preliminary plat submittal includes a future subdivision plan (page 3 of 83) that details how the <br />rest of the parcel will be subdivided in the future. <br /> <br />The City recently completed the Town Center Alternative Urban Areawide Review (AUAR) that <br />looked the environmental impact of the proposed development. The City Council adopted the final <br />AUAR and mitigation plan at their June 24, 2003 meeting. Development of the Town Center will be <br />required to adhere to the AUAR and mitigation plan. <br /> <br />-295- <br /> <br /> <br />
