-296- The preliminary plat show three full-access intersections on County Highway 116 and two accesses onto Ramsey Blvd. and Armstrong Blvd. Staff and the developer have had several meetings with County officials regarding these accesses. During these meetings, County officials have indicated that the accesses shown would be acceptable, but County permits would be needed for the access. In addition, the storm water plan shows an eventual outlet to the Mississippi River through land that will be a future Anoka County Park. Once again, the County has indicated that this arrangement is acceptable but are requesting a more formalized agreement between the City and the County. The Developer would like to begin rough grading the whole site once the necessary approvals occur. In addition, the City is requiring that the major roads and utilities shown on the plat be constructed as part of the initial phase of the development. Therefore, the preliminary plat shows detailed information for the whole plat even though the initial subdivision will mostly only create outlots. Comments and corrections needed to the plat are contained in the City Staff Review Letter and the review letter prepared by Hakanson Anderson. Staff feels that these items and requests for information are able to be remedied by the time of final plat submittal. Recommendation: Staff recommends approval of Resolution #03-08-__ Center Addition. approving the preliminary plat of the Town Commission Action: Motion to approve Resolution #03-08- Addition. approving the preliminary plat of Town Center -or- Motion to deny the preliminary plat of Town Center Addition.
