-308- <br /> <br />Preliminary Plat: Ramsey Town Center Addition <br />August 8, 2003 <br />Page 3 of 9 <br /> intersections into the Town (~enter. Costs for these improvements are currently being <br /> negotiated between the City, County, and the Developer. The preliminary plat shows <br /> additional right-of-way being created along Ramsey Blvd. in anticipation of a future <br /> interchange onto Highway 10. <br /> <br />The preliminary plat shows three accesses from Hwy. 116 into the Town .Center <br />(Zeolite St., Town Center Dr., and Rhinestone St.). The plat also shows three <br />accesses onto Ramsey Blvd. (East Ramsey Parkway, Sunwood Drive, and the Civic <br />Center Drive emergency access) and two accesses onto Armstrong Blvd. (Sunwood <br />Drive aad West Ramsey Parkway). Staff and the developer have had several <br />meetings with County officials regarding these accesses. During these meetings, <br />County officials have indicated that the accesses shown would be acceptable, but <br />County permits would be needed for the access. <br /> <br />Additional comments regarding the street plans and sections and access issues are <br />addressed Under the heading "City Engineer's Review Comments" in this letter. <br /> <br />Lot Size and Dimensil)ns. Lot 1, Block 1 is proposed to be 5.35 acres and Lot 1, <br />Block 2 is proposed to be 3.163 acres. Both lots greatly exceed the proposed <br />minimum lot sizes proposed in the Town Center Zoning District. Both lots also meet <br />the minimum dimensional requirements. <br /> <br />7. Grading and Drainage. Comments regarding the drainage and grading plans are <br /> addressed under the heading "City Engineer's Review Comments" in this letter. <br /> <br />Easements. The stand&rd lO-foot drainage and utility easements must be provided <br />around the perimeter of Lot 1, Block 1 and Lot 1, Block 2. Drainage and utility <br />easements are shown on the outlots that will be part of the stormwater management <br />system as well as the existing and proposed wetlands. Easements are provided for <br />future City wells on Outlot O and Outlot A. The roadway and utility easement <br />currently existing to serve the City well house in the center of the property will need <br />to partially abandoned prior to recording the Ramsey Town Center Addition plat since <br />there will no longer be a need for most of the easement. There are two easements <br />located within the proposed Civic Center Dr. right-of-way. One is to Anoka <br />Electrical Cooperative (Connexus) and is 48' feet wide. The second one-is to U.S. <br />West (Qwest) and is 16.5 feet wide. Staff is unsure on how these easement will affect <br />the right-of-way and will need to research the matter further. If it is determined that <br />the easements and the right-of-way cannot co-exist either the easements will need to <br />be purchased or the right-of-way moved. <br /> <br />Further comments regarding easements are addressed under the heading "City <br />Engineer's Review Comments" in this letter. <br /> <br />Utilities.
