Preliminary Plat: Ramsey Town Center Addition <br />August 8, 2003 <br />Page 2 of 9 <br /> acre. More specific information regarding densities will be required when the outlots <br /> are developed. <br /> <br />Lots. The plat will create two lots, and 18 outlots. Lot 1, Block 1 is located adjacent <br />Ramsey Blvd. and north of the proposed Sunwood Drive and is the proposed location <br />of the P.A.C.T. Charter School. Prior to any development on this lot, a site plan will <br />need to be approved. It is expected that a site plan will be considered in the near <br />future. Lot 1, Block 2 is located south of the proposed Sunwood Drive and is <br />intended to be the temporary location of a MnDOT Park and Ride and a stop for the <br />Northstar Commuter Bus Service. Due to funding deadlines, the City is proposing to <br />construct the parking lot in this area until such time it is relocated in the core of the <br />Town Center near the future transit station. The location shown on the plat will be a <br />future parking lot that will serve the medical facilities proposed to be located within <br />the Town Center. Outlot J as shown on the plat (the current City well house) will need <br />to be platted as a lot. <br /> <br />Access and Streets. The proposed plat shows right-of-way being created for the <br />major roads contained in the Town Center Plat. These streets include Sunwood Drive <br />between Ramsey Blvd. and Armstrong Blvd.; Zeolite St. NW between the railroad <br />tracks and County Road 116; Rhinestone St. NW between the railroad tracks and <br />County Highway 116; Peridot St. NW between Sunwood Dr. and Ramsey Parkway; <br />Ramsey Parkway between Ramsey Blvd. and Armstrong Blvd.; and Town Center <br />Drive from Sunwood Dr. and County Highway 116. The plat also shows an access <br />road called Civic Center Drive that will provide access for deliveries and provide for <br />a secondary access to parking ramps and direct access to the future transit station. <br />Civic Center Drive will provide for an emergency access drive for public safety <br />vehicles to enter onto Ramsey Blvd. Zeolite St. and Rhinestone St. conform to the <br />City's street naming grid. Sunwood Drive is an extension of an already existing street <br />through Ramsey. The proposed street names of Ramsey Parkway and Town Cent'er <br />Drive do not conform to the street naming grid, however, staff feels that these names <br />may be appropriate for the development. Staff does fell that Civic Center Drive, the <br />access road parallel to the railroad tracks, is not the 'most appropriate name for the <br />road. Staff will be meeting with the Town Center Task FOrce to review the street <br />names shown on the plat and will work with the developer in having appropriate <br />street names within the Town Center. <br /> <br />Typical Street sections are shown on Sheets 27 and 28 of 83. Physical street widths <br />range from 34 feet up to 66 feet wide for two-way traffic. The right-of-ways for these <br />streets range from 50 feet to 90 feet. Street widths for the one-way streets are 27 feet <br />(which includes an eight-foot parking lane) with the right-of-ways going up to 120 <br />feet around the central green corridor. <br /> <br />A traffic study was conducted as part of the Town Center AUAR. The street sizes <br />have been created in accordance with the need outlined in the AUAR. Full buildout <br />will require traffic improvements off-site of the Town Center. Specifically, additional <br />thru and turn lanes will need to be constructed on the County Roads surrounding the <br />Town Center.
