We offer the following comments: <br /> <br />General. You are proposing to develop approximately 316 acres as a mixed-use <br />Town Center that will include residential units, retail, commercial, office, medical, <br />and educational facilities along with an extensive network of green space and trails. <br />The property is currently mostly used for agricultural purposes and has two <br />homesteads on the eastern portion of the development property along Ramsey Blvd. <br />The submitted preliminary plat shows a total of two lots and 18 outlots as well as nine <br />areas designated as parks. The preliminary plat also shows major right-of-ways <br />throughout the plat. <br /> <br />Zoning. The property is currently zoned a combination of BW Business Warehouse, I <br />Industrial, and B-3 Highway Business. The development area of the Town Center is <br />identified in the Ramsey Comprehensive Plan as being Mixed-Use, with the exception <br />of the southeast portion of the property that is shown as Places to Work and the land <br />north of Hwy. 116, which is shown as Low and Medium Residential Density. If <br />either of these areas exceed the allowable densities or have different land uses, a <br />Comprehensive Plan will need to be processed and approved by the City of Ramsey <br />and Metropolitan Council. The City is currently creating a Town Center Zoning <br />District that will allow for a mix of uses and higher densities in conformance to the <br />Ramsey Comprehensive Plan. <br /> <br />Density. The submitted preliminary plat shows two lots being created. Neither of <br />these lots are planned to have .residential units upon them. However, you have <br />provided a phasing plan that shows the'future lot configuration and have also <br />provided information regarding expected densities within the development.
