Preliminary Plat: Ramsey Town Center Addition <br />August 8, 2003 <br />Page 6 of 9 <br /> 12. Sidewalks/Trails. In accordance with City Code, sidewalks are required on one side <br /> of all public non cul-de-sac streets. You have provided an exhibit that shows the <br /> required sidewalks as well as other trails and sidewalks throughout the development. <br /> The City has a trail development fee based on the number of residential units and the <br /> value of commercial development. Fees will need to be calculated for the lots being <br /> created as part of the Town Center Addition. As the majority of the plat consists of <br /> outlots, there will be future determination of trail development fees when the outlots <br /> are developed. <br /> <br />13. <br /> <br />Park Dedication/Open Space. The developer has been meeting with the Ramsey <br />Park and Recreation Commission to discuss the creation of parks within the Town <br />Center developments. The plat of Town Center Addition shows over 35 acres <br />designated as parks. The Park and Recreation Commission is still reviewing the <br />proposed parks and will be making a determination on what parks they will accept to <br />meet the park dedication and what park dedication fees if any will be charged for the <br />plat. The City has the option for cash, land, or a combination of the two. <br /> <br />The Park and Recreation Commission has made an initial recommendation that states <br />that until further negotiated, past practice and precedent will be used in awarding <br />credit for land dedication. <br /> <br />14. <br /> <br />Ci.ty Engineer's Review Comments. The following review comments are from the <br />City's Engineering Department regarding the submittal and will need to be corrected <br />and/or addressed: <br /> <br />All Plat Sheets <br />· A note should be added to each plat sheet that states, "Controlled Access" shall be <br /> dedicated to Anoka County. <br />· All outlots are subject to standard drainage and utility easements and areto be <br /> approved by the City Engineer. <br /> <br />Sheet I5of83 <br />· Lot 1, Block <br /> <br /> 1 should have standard 10-foot drainage and utility easements <br /> adjacent to all public roadways and outlot R. appears to be shown but should be <br /> labeled. <br />· Outlot J shall be platted Lot 1, Block 3 as it is an existing City owned property <br /> and should not require additional platting. <br />· Clarify that match line C&E is the west line of the quarter section line. <br />· Outlot J should remain 100' wide as the well is located such that the well casing is <br /> 50" away from the property line per MDH requirements. <br />· A drainage and utility easement is necessary in outlot F to preserve a corridor for <br /> an outlet to the wetland on the north side of CR 116, Bunker Lake Boulevard. <br /> <br />Sheet ! 7of83 <br />· Minimum scale allowed is 1" = 50' <br />· Building elevations and drainage easements are to be shown on grading plans. <br /> <br />-311- <br /> <br /> <br />
