I <br />I <br />I <br />I <br /> <br />I <br />! <br /> <br />ao <br /> <br />b~ <br /> <br />Co <br /> <br />.d.' <br /> <br />All lots proposed for individual sewage treatment systems shall be in <br />accordance with Sthte Statutory Rules of Chapter 7080. <br /> <br />If at any time during the course of the preliminary or field evaluation, <br />limiting characteristics for a standard system are discovered, an alternative <br />site for a standard system must be determined on the affected parcel of <br />property; and if such a site is available, then the City shall require an <br />evaluation of the alternative site. <br /> <br />If after inspection by the plumbing inspector, a lot proposed for an <br />individual sewage disposal system is determined unsuitable for that purpose, <br />said lot(s) shall not be approved for disposal of waste and, if the lot(s) is <br />contained in a plat, said plat shall not be approved. Construction of such a <br />system on said property shall constitute a violation of this Chapter.. <br /> <br />The subdivision Shall not be approved until all new lots proposed for an <br />individual sewage disposal system are found suitable for that purpose, as <br />defined by this and the City Code. <br /> <br />e. All soil tests required herein shall be conducted by a registered engineer, <br /> whose expense shall be paid by the applicant. <br /> 9.50.30 <br />Subd. 10. Park and Open Space Dedication <br /> <br />a. Purpose. The Council recognizes it is essential to the health, safety and <br /> welfare of the residents of the City and persons working in the City, that the <br /> character and-quality of the environment be considered to be of major <br /> importance in the planning and development of the City. In this regard, the <br /> manner in which land is developed and used is of high priority. The <br /> preservation of land for park, playground and public open space purposes as <br /> it relates to the use and development of land for residential, <br /> commercial/industrial purposes is essential to the maintaining of a healthful <br /> and desirable environment for all citizens of the City. The City must not <br /> only provide these necessary amenities for our citizens today, but also be <br /> insightful to the needs of our future citizens. <br /> <br />It is recognized by the Council that the demand for park, playground and <br />public open space within a municipality is directly related to the density and <br />intensity of development permitted and allowed within any given area. <br />Higher density developments mean greater numbers of people and an <br />increased demand for parks, recreational resources and public open space. <br />To disregard this principle is to inevitably over-tax existing facilities and <br />thus, diminish the quality of the environment for all. <br /> <br />The City's Comprehensive Park and Open Space Plan establishes minimum <br />community criteria for meeting the needs of the residents of City. <br /> <br />9.50 Subdivision Regulations <br /> <br />9-31 <br /> <br />March 2003 Draft <br /> <br />-409- <br /> <br /> <br />
