PC# <br /> <br />Second Reading and Adoption of an Ordinance Amending Chapter 3.20, Personnel <br />Policy, to Allow the City of Ramsey Police Department to Conduct Criminal <br />Background Investigations <br /> <br />By: Givonna Reed, Human Resources Manager <br /> <br />Background <br /> <br />The City of Ramsey currently conducts pre-employment criminal background <br />investigations through the Minnesota Department of Public Safety at a cost of $15 per <br />investigation. The City of Ramsey Police Department has the electronic capability to <br />conduct these investigations internally; however, the City must first adopt an ordinance <br />that outlines a policy for collecting and using the'data obtained. <br /> <br />The criminal data that would be collected for finalists for regular, temporary and <br />volunteer positions includes the following public data: the identity of an individual <br />convicted of a crime, the offense of which the individual was convicted, associated court <br />disposition and sentence information, controlling agency, and confinement information. <br />Only public conviction information related directly to the position sought will be <br />considered in denying employment. <br /> <br />Staff Recommendation <br /> <br />Staff recommends that the Personnel Committee recommend that the City Council accept <br />the Committee's recommendation to conduct the second reading and adoption of an <br />ordinance to amend Chapter 3.20 of the City Code, titled "Personnel Policy" by the <br />addition of a section titled "Criminal History Background Investigations." <br /> <br />Reviewed by <br />City Administrator <br />Police Chief <br />Assistant City Administrator <br /> <br />PC: 08-12-03 <br /> <br />-443- <br /> <br /> <br />
