CONSIDER RESOLUTION AUTHORIZING STAFF TO BEGIN THE
RECRUITMENT PROCESS TO FILL THREE VACANCIES ON THE

Background

ENVIRONMENTAL POLICY TASK FORCE

By: Givonna Reed, Human Resources Manager

The Environmental Policy Task Force (EPTF) is an ad hoc ~ommittee that was
established by the City Council to write a tree preservation ordinance and a wetlands
buffering ordinance. The EPTF was comprised of nine members, one representative from
the Planning Commission, one from the Park and Recreation Commission, two
representatives from Ramsey PONDS (Protecting Our Natural Surroundings), and one
member appointed by each of the five Council Members.

Vacancies

The EPTF has experienced several changes to its membership over the last year:
Park and Recreation Commission representative, Todd Cook, was elected to the
City Council and was replaced by Park and Recreation Commissioner Michael
Rolfe
· PONDS representative, Sarah Strommen, was also elected to the City Council.
Strommen remained on the EPTF as a City Council liaison which, essentially,
created a tenth seat on the EPTF:
· Seth Marshall resigned from an at-large seat. It was anticipated that Mr. Marshall
would be replaced by Nathan Eklund, but Mr. Eklund moved to another
community and was, therefore, unable to serve.
· Effective August 4, 2003 Michael Reeve resigned from his seat on the EPTF as
the Planning Commission representative.

As a result of the indicated changes, there are currentlythree vacant seats (PONDS
representative, at-large and Planning Commission representative) on the EPTF. Staff is
seeking authorization from the Council to fill the vacancies.

Staff Recommendation

Staff recommends that the at-large seat be advertised, that PONDS be contacted
regarding having a representative serve on the EPTF or that the seat be filled by an at-
large representative; and that the Planning Commission be asked to designate a
representative to fill the remaining vacancy.

-453-
