-90- 2) National Night Out Proclamation Mayor Gamec read a proclamation declaring August 5, 2003, as National Night Out. 3) Happy Days Mayor Gamec stated that the City of Ramsey would be holding its 5ta annual Happy Day's event on September 12th and 13th. In addition, he thard<ed all the sponsors that have contributed to making the event a success. CITIZEN INPUT Er/c Zaetsch, 652t - 154th Avenue NW, Ramsey, stated that a lot of the people present at the meeting did not-have the advantage of hearing at the last Council. work session the discussion where it was indicated that capital budgeting would be used for the town center development for parking garages and additional roads and it is all under wraps and in the works. So when they are discussing franchise fees it might be something they should consider. Mayor Gamec replied that no action has been taken on any of tl-~ose issues - it was only a discussion. Since that work session, several changes have already been made and any formal action would have to come before the City Council. Mr. Zaetsch replied that he was not misstating what he heard. Gary Graber, Diamonds Sports Bar, thanked the City Council, Ramsey Fire and Police Departments for their assistance and cooperation in their second annual Fourth of July Fun Fest. He noted that they did raise just over $8,000 for the youth athletic programs in the area. APPROVE AGENDA Mayor Gamec requested that Case #2 be moved to the top of the agenda. Councilmember Elvig requested that a Case A be added to the agenda entitled Franchise Fees and the North Metro Chamber of commerce's Actions of Distributing a Political Flyer. Motion by Councilmember Pearson, seconded by Councilmember Cook, to approve the agenda as amended. Motion carried.
