Planning Commission/Special Meeting/June 25, 2003 4) Approve City Council and Council Committee Meeting Minutes a. Personnel Committee/Regular/June 24, 2003 b. City Council/Work Session/June 24, 2003 5) Adopt Resolution #03-07-184 Approving Cash Disbursements Made and Authorizing Payment of Accounts Payable Invoicing Received During the Period of June 28, 2003 through July 11, 2003 6) Adopt Resolution #03~07-1..85 Approving 1st Partial Payment to Hydrocon, Inc. for Improvement Project #03-21 (Sunwood Drive Lift Station) 7) Adopt Resolution #03-07-186 Approving 9th and Final Payment to Magney Construction, Inc. for Improvement Project #00-29 (Pumphouse No. 3) 8) Adopt Resolution #03-07-187 Authorizing the Execution of an Interagency Ageement with the Metropolitan Council for Participation of the T.H. # 10 Alternative Urban Areawide Review Motion carried. Voting Yes: Maygr Gamec, and Councilmembers Elvig, Pearson, Cook, Kurak, and Zimmerman. Voting No: None. COUNCIL BUSINESS Case A: Franchise Fees and the North Metro Chamber of Commerce's Actions of Distributing a Political Flyer Councilmember Elvig made the following statement: "Mr. Mayor, I am disappointed and disgusted with the actions of a local organization. The North Metro Chamber of Commerce distributed a political flyer stating that this Council was going to pass new franchise fees. I've checked with the Mayor, most of the City staff, and with my colleagues sitting here with me and the Chamber did not research their facts. They didn't ask one question of anyone within this City's staff before they went and spent a fair amount of their member's money and making accusations about something they knew nothing about. The North Metro Chamber boasts about being a business oriented organization. In business, you're forced deliberate, very complex equations regarding revenues, expenditures and outside stimulace that you may or may not have control over. The point is, you do your homework before you ever take action on an issue. This Chamber's lack of research, coupled with their actions of distributing a sensationalized mailer of City Council~July 22, 2003 Page 5 of 33 -91-
