owner. Mr. Norman stated that there had been no preparation to solve those types of <br />issues at this point. Mr. McComb was only recommending feasibility in his report. <br /> <br />There was further discussion regarding the cost of designing and implementing a master <br />plan. It was noted that $75,000 seemed to be extremely high. Mr. McComb responded <br />that the $75,000 figure represented more than just land planning. He stated $75,000 was <br />an amount that would bring about something that could be implemented. He felt that it <br />was wiser to allocate enough money in the beginning to eliminate the need for <br />"scrmnbling" toward the end of the project. He suggested that consultants should be <br />hired to think through the questions that had been raised at the meeting, as they would be <br />able to facilitate the progression of the project to a successful completion. He felt that it <br />would probably be a two-year process. <br /> <br />Mr. Norman suggested the EDA and Staff come to the next meeting with different options, <br />positives and negatives regarding the project details. It was suggested that the landowners, <br />leaseholders and business owners affected be invited to the next EDA meeting. <br /> <br />Case #2: Review Housing Committee Request for Information (RFI) <br /> <br />Associate Planner Amy Geisler noted that, at its May 15, 2003, meeting, the Housing Committee <br />directed staff to draft a Request for Information (RFI) for a proposed lifecycle housing <br />development on the property east of Sunfish Lake Boulevard. The Housing Committee had <br />reviewed the document, which was now ready for review by the EDA. Copies of the RFI were <br />made available for the meeting. <br /> <br />Ms. Geisler explained that the RFI draft was based on the Riverfront RFI provided by the City of <br />Anoka, the retail market analysis RFP drawn up by the City of Ramsey, and comments and <br />suggestions made by Housing Committee members. <br /> <br />Staff requested that the EDA review the draft RFI and direct staff regarding any needed changes. <br /> <br />Member Kurak stated she was concerned that the park not be used as green space. <br /> <br />Acting Chairperson Kiefer stated he believed that was being addressed. <br /> <br />Member Strommen stated she felt there was a disconnect from where the Council was going with <br />this issue, as the neighborhood had been promised a park in the area being discussed. She added <br />that Council had the Park Commission do the study to come up with a plan for the park.
