Member Kurak agreed that when the land was acquired the "bottom part" had always been
considered parkland, but the "upper part" had been designated Medium Density Residential.

There was further discussion regarding the area to be designated as a park.

Acting Chairperson Kiefer reminded the EDA that this was a working document. He added they
could accept what they liked and "scrap" what was not acceptable. It was noted that a rewrite
would need to be done because of shoreline regulations.

Member Strommen restated her concern regarding direction coming from the Council regarding
park dedication, consideration of wetlands, buffering and the beginning of an open space
preservation plan. She wanted to make sure all of those pieces were coming together.

Member Gromberg asked if staff was asking for ideas and suggestions.

Acting Chairperson Kiefer responded that staff was asking for ideas and suggestions. It was noted that
there was a list of 14 or 15 recipients. Ms. Geisler noted the Housing Committee wanted to put
out advertisements. It was also noted the RFI would come before the EDA again at its next
meeting.

Case #3: Staff Update

The following items were reviewed with the EDA:

August EDA Meeting: Economic Development/TIF Specialist Sullivan noted the August EDA
meeting would be cancelled due to the Business Appreciation Day being held on Tuesday,
August 19, 2003. EDA members were asked to attend, at a minimum, the dinner and awards
ceremony starting at 5:30 p.m.

Business Appreciation Day: Business Appreciation Day invitations were sent out on Monday,
June 20, 2003. It was requested that registration forms be returned or Associate Planner Wald be
called as soon as possible with attendance availability, as staff would need to know who would
be participating in the golfing event and who would only be attending the dinner portion of the
day.

Business Tour: It was noted that the first Business Tour was a great success. Four businesses
were toured. Staff sent thank-you cards to each business toured extending the EDA's and City
Council's appreciation for taking time to allow the visits. A thank-you was also sent to
LeTourneau's SuperValu for hosting a wonderful lunch prior to the tour. Staff received great
feedback from the businesses and from City Council members. Staff suggested that the EDA

Economic Development Authority / July 14, 2003
Page 6 of 7
