CASE #: <br /> <br />AUTHORIZATION TO APPLY FOR A PREDEVELOPMENT GRANT TIE[ROUGH <br /> FAMILY I-IOUSllNG FIJN-D AND MINNEAPOLIS FOUNDATION, <br /> CASE OF CITY OF RAMSEY <br /> By: Patrick Trndgeon, AICP, Assistant Community Development Director <br /> <br />Background: <br /> <br />The Metropolitan Council recently made the City aware of grant funding available through the <br />Family Housing Fund and Minneapolis Foundation to assist in reinvestment activities that support <br />housing production. A total of $300,000 is available and grant awards are 'expected to between <br />$30,000.00 to $50,000.00. The predevelopment grant is a one-time grant and does not require any <br />match by the City. <br /> <br />The following items are attached for your information: <br /> <br />a) <br /> <br />Metropolitan Council Predevelopment Grant Information Sheet <br />Resolution authorizing the City's application for a Predevelopment Grant. <br /> <br />Observations: <br /> <br />Staff has recently learned that our 2003 LCDA Opp9rmnitY Grant application to help fund the <br />Central Rural Reserve Area (CRRA) was not approved'. As the City Council is aware, the City's <br />2001 Comprehensive Plan created CRRA to preserve land currently subdivided into large rural lots. <br />The Comprehensive Plan states that the City will work to identify the potential of the CRRA for <br />urban services after the year 2020. Staff believes that the Predevelopment Grant would help fund a <br />portion of the CCRA study. <br /> <br />The application deadline is September 15, 2003. Staff will begin work on the grant application once <br />the City Council authorizes Staff to apply for the grant monies. Staff is expecting that much of the <br />information contained in the origihal LCDA grant application can be used for this grant application. <br />The Metropolitan Council expects to make awards of the grant money on November 12, 2003 <br /> <br />Recommendation: <br /> <br />City Staff recommends adoption of the eesolution authorizing staff to apply for the Predevel0pment <br />Grant. <br /> <br />Council Action: <br /> <br />Motion to adopt Resolution #03-09- authorizing staff to apply for a Predevelopment Grant from <br />the Metropolitan Council. <br /> <br />Review Checklist: <br />City Administrator <br />Community Development Director <br /> <br />CC: 09/09/03 <br /> <br />-141- <br /> <br /> <br />
