CASE #: ~7, <br /> <br />REQUEST FOR GRADING PLAN APPROVAL, TOWN CENTER GARDENS, <br />CASE OF BRIGHTKEYS DEVELOPMENT CORPORATION <br /> By: Patrick Trudgeon, AICP <br /> Assistant Community Development Director <br /> <br />Background: <br /> <br />Br/ghtkeys Development Corp. has submitted a final grading plan for approval by the City for <br />their Town Center Gardens townhome development. The property is generally located in the <br />northwest corner o f County Road 5 6 (Ramsey Blvd.) and County Road 116 (Industry Blvd.). <br />The total development site consists of 51.91 acres and Br/ghtkeys is proposing to develop a first <br />phase of 152 townhomes on 23.12 net acres. <br /> <br />The City Council has previously approved the preliminary plat on July 22, _00_, subject to City <br />Staff review comments. Brightkeys would like to commence grading prior to approval of the <br />final plat due to the time of the year. _. <br /> <br />The following items are enclosed for your review: <br /> <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Final Grading Plan dated August __, 2003 <br />City Council Meeting Minutes dated July 22, 2003 <br />City StaffReview Letter for Grading Plan dated September 5, 2003 <br />Draft Dgvelopment Agreement <br /> <br />Notification: <br /> <br />State statutes do not require notification of a final plat and since the grading plan is part of the <br />final plat, no notice was sent. <br /> <br />Observations: <br /> <br />In order the City to allow for grading to commence prior to final plat approvai, the following <br />items must occur: <br /> <br />1) <br />2) <br /> <br />4) <br />5) <br /> <br />6) <br /> <br />Appro;qal of the Final Grading Plan <br />The Developer entering into a Development Agreement with the City of Ramsey <br />The Developer posting a Letter of Credit in the amount of 125% of the cost of the <br />grading work <br />The Developer depositing cash for City inspections. <br />The Developer providing the City a copy of the Lower Rum River Watershed <br />Management Organization permit. <br />The Developer and City holding a pre-construction meeting. <br /> <br />-177- <br /> <br /> <br />
