19. Trail Development An'd Fees. The City Council has enacted a trail development fee in the <br /> amount of Four Hundred Seventy Five Dollars and no cents ($475.00) per unit. Therefore, a <br /> payment in the amount of Seventy Two Thousand Two Hundred Dollars and no cents <br /> ($72,200.00) (152 lots x $475/lo0 shall be paid to the CITY prior to releasing the Plat for <br /> recording. The DEVEL'OPER shall also be responsible for constructing an ei~A~t (8) foot <br /> wide bituminous trail along Ramsey Blvd. NW of said Plat along with trail segments as <br /> stipulated in the approved preliminary plat. . <br /> <br />20. Sidewalk Construction. The DEVELOPER shall construct and pave, in accordance with <br /> CITY standards, a five (5) foot wide concrete sidewalk with pedestrian ramps in locations <br /> prescribed by the CITY, with g-fades not to exceed 5%. The costs associated with sidewalk <br /> construction are not eli~ble as a credit towards the Trail Development Fees and/or Park <br /> Dedication requirements due on the Plat. <br /> <br />21. Tree, Shrub and Sod Planting Plan. The addition of trees, shrubs and sod to-the-Plat shall <br /> be in accordance with the approved Landscape Plan referenced in the Site Plan Development <br /> Permit. The DEVELOPER is required to submit a Plan for CITY approval that identifies <br /> existing tree ~owth within the Plat that will be p]~otected during construction. The trees to <br /> be protected must be identified on the ~ading plan, and the plan must require the installation <br /> of 'tree save fences' prior to land clearing or Fading. In addition, the requirement for this <br /> Plan shall be fulfilled by the DEVELOPER as follows: <br /> <br />a) <br /> <br />Minimizing the impact of construction on trees in accordance with Minnesota <br />Extension Service publication "Protecting Trees From Construction Damage" <br />(Publication #N~R-FO-6135-S). <br /> <br />22. Tree Disease Prevention and Disposal. The DEVELOPER shall prevent: the introduction <br /> and spread of tree disease into the residual tree populations of the Plat and adjoining <br /> properties as well as mitigate the effects of construction activity on tree health, w/thin and <br /> outside of the Plat. The DEVELOPER, in 0rdbr to protect trees from construction damage <br /> shall: <br /> <br />a) Install physical b art/ers, such a s s now fence, a round trees t hat a re to remain after <br /> initial ~ading, The fencing shall be located at the dripline of these 'save' trees. <br /> <br />b) <br /> <br />Insure that all equipment operators will have readily available, a tree wound dressing <br />and will apply it irmnediately to damaged oak trees if wounding occurs from April 15 <br />through July 15. <br /> <br />c) <br /> <br />Insure that trees will only be skidded against other trees that are to be removed. <br />Trees in the middle twenty (20) feet of a road easement will be removed first, with <br />remaining trees to be skidded toward the middle of the road easement.
