CONSIDER REQUEST Bt; NORTHFORK HOWLEWOWNERS
ASSOCL4TION FOR SPEED LIB'LIT SIGNS
By: Steven J. aankowski, City Eagineer

Background:

On August '7 2003, Staff received that attached letter fi.om the Northfork Homeowners
Association requesting three additional speed limits with the Nomhfork subdivision.

Ci¢' policy relative to the posting of speed limit si~s is that si~m2s are posted at locations where
there is a change in speed limit to a lower limit. In accordance with th/s policy S0-mile per hour
speed limit s/g-ns are posted on And~e Street north of Alpine, and on Inverness Lane and 1 ~54th
Lane east of Jarvis Street.

Experience has shown that s/g-huge has minima/effects on driving habits. The cost of an
installed si~_o-n is $150. if the cost of the No~hfork homeowners request were to be projected
citywide, the City could anticipate an eventual cost ofneariy $I0,000.

Recommendation:

At a period when the City's tax revenues have been frozen, it is difficult to recommend any
expenditure that has a question£oie benefit. Staff recommends instead that residents work with
police to identify individual speeders and fbcus enibrcement activities on specific times and
locations. Sta1Y also recornmends..piacing the speed trailer unit at the locations identified in the
No~hfork Homeowners iener. The trailer is a very reco~:Uzable sig-n of concern regarding travel
speeds.

Action-:

Motion to recom_mend to Council that Staff work with the Northfork Homeowners Association to
focus speed enforcement to times and locations identified by the association as problematic, and '
to place the speed traffic at locations specified in the July 9, ~00_, Association letter.

Reviewed by:
Public Works Director,fire Chief
Police Chief
Assistant Public Works Director/Principal City Engineer
Street Ma/ntenance Supervisor

PW: 08/26/03

-208-
