Assistant Public Works Director Ols&] replied that they were not planning on taking any <br />additional right of way with/n the area, but that is something they could look at before they move <br />forward with the'desig~ of the project. <br /> <br />Mr. Walbo stated that he thought that a lot of the neighborhood would probably like to see the <br />paved road if the costs could be reduced somewhat for the residents who have been l/ring there <br />for 25 years. <br /> <br />Betty Pehlke, 5566 - 1578 Avenue ,NRC/, Ramsey, stated tl~at she was ve~ much in favor of the <br />Cib, constructing a cul-de-sac rather than a through street because she was very, concerned about <br />creating additional traffic, especially since the road goes directly towards the school. She stated <br />that the Council has indicated that the cul-de-sac was not feasible because of fire concerns, but <br />she questioned how long the fire trucks were. <br /> <br />Mayor Garnec explained that the cut-de-sacs provide a ~eat deal of difficulty for fire trucks to <br />turn around. He noted that the recommendation came fi.om the City's safety department, not the <br />City Council. <br /> <br />Ms. Pehlke stated that eveR' week they have garbage trucks and recycling trucks that are over 30 <br />feet long that have no problem getting in or out of their street. Another concern with extending <br />the road is that it will create more potential for crime because there will be another way om of the <br />neighborhood. With a cul-de-sac there is only one way in and one way out. She was not <br />opposed to City sewer and water, but she was strongly opposed to the road going through. Ms. <br />Pehlke also noted that there would be drainage pipes that would go across their septic system, <br />which would also be a concern. <br /> <br />Mayor Oamec' replied that the pipes going across the septic system are issues that the City would <br />have to work with individual property owners on. The proper~y owner would not be liable for <br />those types of issues. <br /> <br />Assistant Public Works Director Olson noted that he could come out to the property and look at <br />the situation. <br /> <br />Ms. Pehlke noted that the feasibility study gave a value, on trees that are four inches, but there are <br />no four-inch trees in the area, they are all much larger than that. <br /> <br />Mayor Gamec stated that was only an estimate. That would be an issue that would have to be <br />negotiated. <br /> <br />Bob Hartman, 5475 - 151st Avenue NW, Ramsey, inquired if all the land is developed or will <br />they be paying for undeveloped land. <br /> <br />Mayor Gamec explained that each property owner would be paying for his or her own individual <br />lot. <br /> <br />-58- <br /> <br />City Council/August 12, 2003 <br /> Page 10 of 30 <br /> <br /> <br />
