Assistant Public Works Director Olson explained that the <br />would assist for paying for the project. <br /> <br />17 lots the City would be creating <br /> <br />Mr. Hartman inquired as to why the residents would have to pay two percent over the prime rate. <br /> <br />Mayor Gamec explained that the interest rate in the feasibility study was only an estimate. <br /> <br />Mr. Hartman inquired as to what the statement pertaining to condenmation in the feasibility study <br />was about. <br /> <br />Assistant Public Works Director Olson stated if the project is approved and Ordered there will be <br />some easements necessary. Ln order to, keep the project moving forward condemnation action <br />may be necessary. That did not mean that the City would just condemn the property, the CiO <br />will begin negotiating with the property owners. <br /> <br />Mr. Hartman stated that the majority of the residents are not in favor of the project because they <br />feel it is being forced on them. <br /> <br />Mayor Gamec noted that the residents can petition against the project. <br /> <br />Johrl Edward, 5414 151st Lane NV/, Ramsey, stated that the project will cost people a lot more <br />money to hook up to City sewer and water because most of their stubs from their homes are on <br />the backside of the property. A couple of years ago the cost would have been $1,800 and now it <br />will be well above $2,000. <br /> <br />Mayor Gamec explained that the -s-ewer and water would be stubbed to the front of the property <br />and unfortunately in the past builders did stub the connection from the house in the back of the <br />property. <br /> <br />Deb Wade, 5450 152nd Avenue NW, Ramsey, stated that she is a Realtor and the City keeps <br />saying that it is not necessm~/to hook-up unless they want to; but if a property .owner does try and <br />sell their home they would have to disclose that City sewer and water is in the street and only a <br />fool would buy without forcing the seller to hook-up to City services. <br /> <br />Mayor Gamec noted that the Council would l°ok at repealing the ordinance that would require <br />them to hook-up if they sell their property. <br /> <br />Ms. Wade replied that it will not make a difference because if someone knows that City services <br />are available they will probably not buy the house without making them hook-up or sacrifice <br />their house at a lower price. <br /> <br />Councilmember Cook noted that the value of the homes will probably increase with the addition <br />of asphalt curb and gutter. <br /> <br />Ci~ Council/August 12, 2003 <br /> Page 11 of 30 <br /> <br />-59- <br /> <br /> <br />
