FC CASE #

DESIGN PHASE FOR ALPINE PARK'S PLAYGROUND PROJECT
By: Mark Riverblood, Parks/Utilities Supervisor

Background:
One of the 2003 Parks Capital Improvement Projects proposed is a special playground area at
Alpine Park. The discussion to date has been that the play structure could be integrated with an
area that includes interpretive aspects for families, perhaps outdoor game elements, and would be
unique to Ramsey.

Most recent discussions have led to using recycled materials to take advantage of other funding
sources including external grants. The intent is that the project would expand in scope from the
$80,000 Park Trust Fund investment in a play structure site, and evolve into a high quality multi
faceted recreational destination.

Observation:
This project is currently not intended for 2003 construction. However, the Park and Recreation
Commission is recommending City Council proceed to the design and development stage -
which would be similar to preparing 'plans and specifications.'

Attached with this case is a summary of the concept plan work that has been performed to date.

The attachment that follows that is a proposal for performing the design phase (plans and
specifications) of the project. This quote from Ms. Regina Flanagan is for $12,090.

The Park Commission recommends proceeding with this Capital Improvement Project by
authorizing approximately $16,000 (Park Trust Fund monies) from 2003 Alpine Park C.I.P
project. $12,090 would fund the work mentioned above, approximately $3,000 would be
available to reimburse the 2003 parks operating budget for expenses already incurred (should it
be necessary) and approximately $1,000 for contingencies.

This project will require an annual maintenance commitment. The 2004 General Fund budget
does not incorporate this additional commitment, but this playground may not be in service until
2005. Conversely, there would be a need for staff time for project management (for 2004)
leading up to project completion. If the Committee and City Council choose to move ahead with
the Alpine Park Playground, staff will include the on-going estimated staffing and maintenance
costs as part of the case for project approval.

Committee Action:
Motion to Recommend City Council authorize $16,000 of Park Trust Funds for the Design and
Development phase of Alpine Park's playground project.

Reviewed by: Copies to:
City Administrator Park and Recreation Commission
Assistant City Administrator
Public Works Director/Fire Chief
Assistant Public Works Director/Principal City Engineer
Finance Officer

FC: 09/09/03
