On January 4,
2000, he turned in a letter of resignation effective that day. He stated among other things that his
former employer coaxed him back with a substantial pay raise, effective immediately, and that he
realized after only six days that the Ramsey Police Department was not for him.

The 1999 hiring process established a list of three candidates whom the interview panel
determined to be acceptable to the Ramsey Police Department from the seven finalists, which
were interviewed. It was the intent of staff that this list be maintained until the end of year 2000.
The Chief has contacted the remaining two candidates on the list of three and learned that both
have been offered and have taken jobs elsewhere. Staff is still in the process of determining
whether any of the remaining four finalist candidates should be considered for a follow-up
interview. ....

Recommendation:

In Order to expedite the process in the event the interview panel determines there is no candidates
acceptable for employment to the Ramsey Police Department, staff may recommend initiating a
new hiring process. A recommendation will be made during the Cormnittee meeting of January
11, 2000.

Committee Action:

Based upon discussion.

Reviewed by:

Police Chief
City Administrator

PC: 01/11/00

lIRA_FSI IVOL I lusersklThielingl~OICOUNCIL& IPERSONNE~2OOOklanttarylReplacementofOfficer. doc 01/07/00
