Case #2: LELS Contract Negotiations <br /> <br />Police Chief Gustafson stated that the City Council and representatives of LELS (Law <br />Enforcement Labor Services) have negotiated an employment agreement that covers the period <br />of January 1, 2000 through December 31, 2001. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Anderson, to recommend that City <br />Council adopt the resolution approving the 2000 - 2001 Labor Agreement with Law Enforcement <br />Labor Services, Inc. <br /> <br />Motion carried. Voting Yes: Mayor Gamec and Chairperson Anderson. Voting No: None. <br /> <br />Case #3: Police Sergeant Promotion <br /> <br />Police Chief Gustafson stated that in January 2000, Sergeant Jim Way will be departing for a <br />three-month training session at the FBI National Academy in Virginia which wilt create a need <br />for supervisory assistance for that period and beyond. With the anticipated addition of another <br />patrol officer early in 2000, the possible retirement of the department's Records Manager from <br />the front office, and additional training mandates enacted by the legislature, the need for a third <br />sergeant has arrived. Funding sources for this position have been identified in the proposed 2000 <br />budget. The promotion to Sergeant would be effective January 1, 2000. The process would <br />involve an internal posting for eligible candidates as defined by the existing Police Policy <br />Manual and the current job description for Sergeant. Oral interviews would be conducted by a <br />panel of experienced law enforcement supervisors and a personnel professional selected by the <br />City Administrator. This paneI would rank the candidates and the Chief would select one from <br />the top three. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Anderson, to recommend City Council <br />authorize the process to promote an eligible candidate to the position of Police Sergeant, <br />effective January 1, 2000. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #4: Unpaid Leave of Absence for Police Department Records Manager <br /> <br />Police Chief Gustafson stated that the Police Departments Records Manager Arlene Stafford has <br />requested an extended period of time off work from January 6, 2000, until March 9, 2000. She <br />would have five weeks vacation and holiday time available to her during this time, leaving the <br />need for a four-week leave of absence without pay. The City's Personnel Policy allows for such <br />time off providing the employee's Department Head, the City Administrator, and the City <br />Council approves the request. It is understood by the employee that insurance premiums <br />normally paid by the City would be her responsibility during any period of unpaid leave and that <br />the City would pay no retirement benefits during that period.
