I <br />i <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />i <br /> <br /> CASE <br /> <br /> REQUEST FOR SITE PLAN APPROVAL OF FIRE STATION; <br /> CASE OF CITY OF RAMSEY <br /> By: Community Development Director Sylvia Frolik <br /> <br />Background: <br /> <br />The City of Ramsey has engaged the services of SEH Architects to prepare a site plan for the <br />new fire station to be developed west of Armstrong Blvd., across from 150~ Lane N.W. The <br />following items are enclosed for your information and review: <br /> <br /> a) Site location map <br /> b) Site plan <br /> c) City Staff Review Letter dated January 27, 2000 <br /> d) Draf~ Planning Commission meeting minutes dated February 1, 2000 will be <br /> available at the meeting <br /> <br />Notification: <br /> <br />A public hearing is not required for site plans.. However, City Staff did send a copy of the <br />Planning Commission case to property owners adjacent to and across the street from the <br />proposed lire station site. <br /> <br />Observations: <br /> <br />The site is approximately 5 acres in size and a minor subdivision must be processed to create a <br />separate lot of record from the original 40 acres. The property is zoned R-1 Rural Residential, <br />for which Code was recently amended to include fire stations as permitted uses. The facility is <br />proposed to have one access onto Armstrong Blvd. N.W. The site is not in the Me.tropolitan <br />Urban Service Area and will be serviced with an on-site well and septic system. <br /> <br />The building is proposed to be 10,856 square feet in size. Lot coverage, including impervious <br />surfaces, is restricted to 25% of the lot area in this residential district, or 54,450 square feet in <br />this case. If the building only consumes 1/5~ of the coverage allowance, lot coverage <br />compliance is not anticipated to be an issue. The f'mal site plan should include impervious <br />surface calculations. <br /> <br />The structure meets ali of the setback requirements and will be constructed of brick, pre-cast <br />stone panels, and some decorative metal panels. Council will have to specilically approve the <br />use of the decorative metal panels. The structure complies with the 35 foot height restriction, <br />except that there is a decorative, metal faCade that is proposed to be attached to the hose tower. <br />This decorative piece extends the height of the building to 37 feet. City Code exempts lire hose <br />towers from height restrictions, so no variance will be necessary. <br /> <br /> <br />
