candidates whom the interview panel determined to be acceptable to the Ramsey Police
Department from the seven finalists, which were interviewed. It was the intent of staff that this
list be maintained until the end of the year 2000. Chief Gustafson has contacted the remaining
two candidates on the list of three and Ieamed that both have been offered and have taken jobs
elsewhere. After reviewing the list further, he stated that the department would be uncomfortable
with moving further down on the list. Chief Gustafson suggested changing some of the
requirements and sending notices to the same list of candidates and then review the submitted
applications to develop a new finalist list.

Motion by Councilmember Anderson, seconded by Mayor Gamec, to recommend that City
Council authorize staff to initiate the hiring process with the same pool of candidates tested in
late 1999, and send out letters with the new hiring requirement of one year licensed peace officer
experience in the State of Minnesota.

Motion carried. Voting Yes: Mayor Gamec and Chairperson Anderson. Voting No: None.

Case#6: Request Authorization to Advertise for the Following Positions; Public
Works Maintenance Worker, Engineer, Part-Time Fire Inspector, and
Personnel Technician

City Administrator Norman stated that during the 2000 budget and staffing discussions, Council
authorized the hiring of a Public Works Maintenance Worker, an Engineer, a Part-Time Fire
Inspector, Personnel Technician, and TIF specialist. Staff recommended authorization to begin
the hiring process by advertising for each of the positions except the Personnel Technician.

Councilmember Anderson stated that neither the Personnel Technician of TIF Specialist position
should be advertised at this point.

Mayor Gamec replied that advertising for the positions would assist with beginning the process.

Councilmember Anderson replied that she would be more comfortable waiting on advertising for
the Personnel Technician and TIF Specialist until the Administrative Services Manager position
was filled.

Motion by Mayor Gamec to recommend City Council authorize staff to advertise to fill the
following positions: Public Works Maintenance Worker, Engineer, Part-time Fire Inspector, and
TIF Specialist.

Motion failed due to lack of a second.

The item was sent to Council without recommendation.

Personnel Committee/January 11, 2000

I
I
I
I
i
I
i
I
