the first Community Development Assistant. Mr. Walther resigned from his position on October <br />22, 1997, to accept the Associate Planner position with the City of Anoka. On the basis of a <br />satisfactory performance of Megan Barnett in the position of Community Development Intern, <br />staff recommended that the Council authorize the hiring of Megan Barnett to fill the position of <br />Community Development Assistant, effective January 12, 2000, at the posted annual salary of <br />$31,054, contingent upon a physical examination. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Anderson, to recommend City Council <br />authorize the hiring of Megan Barnett to fill the position of Community Development Assistant, <br />effective January 12, 2000, at the posted annual salary of $31,054, contingent upon a physical <br />examination and subject to a six month probationary period. <br /> <br />Further discussion: Councilmember Anderson questioned the salary increase from the Intern <br />position to the Assistant position. City Administrator Norman replied that the pay increase is the <br />starting salary for the position. <br /> <br />Motion carried. Voting Yes: Mayor Gamec and Chairperson Anderson. Voting No: None. <br /> <br />Case #4: Appointment of Fire Officer Position <br /> <br />Fire Chi::.f Kapler stated that each of the Fire Officer positions carries a term of two years, with <br />the exception of the Training Officer which is a one-year term. Considering there are two <br />Captains and two Lieutenants, it has been effective in past years to alternate the position terms so <br />that the Fire Officers group would never have complete turnover in the same year, thus assuring a <br />level of consistency from year to year. In 2000, the positions available for application were <br />Chief #2, Captain #12, Lieutenant #2, and the Training Officer. The process includes a letter of <br />application by the interested fire fighter, an interview with the Fire Chief, proposal by the Fire <br />Chief to the City Administrator, and then the proposal to Council. Chief Kapler proposed the <br />following appointments: Chief#2 - Tom Hoxter, Captain #12 - Jim Sharp, Lieutenant #2 - Chris <br />Weiss, and Training Officer - Ron Lemm. <br /> <br />Motion by Mayor Gamec seconded by Councilmember Anderson, to recommend that City <br />Council accept the proposal of the Fire Chief and offer the position of Chief #2 to Tom Hoxter, <br />Captain #12 to Jim Sharp, Lieutenant #2 to Chris Weiss and Training Officer to Ron Lemm. <br /> <br />Motion carried. Voting Yes: Mayor Gamec and Chairperson Anderson. Voting No: None. <br /> <br />Case #5: Replacement of Recently Hired Officer <br /> <br />Police Chief Gustafson stated that Christopher McClish began employment with the City of <br />Ramsey on December 29, 1999. On January 4, 2000, he turned in a letter of resignation effective <br />that day. He stated that, among other things, his former employer coaxed him back with a <br />substantial pay raise, effective immediately, and that he realized after only six days that the <br />Ramsey Police Department was not for him.
