Department Head appointments have been subject to a one-year probationary period with <br />performance reviews scheduled at six and twelve months. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Anderson, to recommend that City <br />Council approve the resolution appointing Sylvia Frolik Community Development Director, <br />effective January 12, 2000, subject to a one-year probationary period with performance reviews <br />at six and twelve months, at $60,325 annual salary and four weeks vacation. <br /> <br />Further discussion: Councilmember Hendriksen stated that it was his understanding that all <br />internal promotions only required a six month probationary period. City Administrator Norman <br />replied that the issue had been debated previously and it was determined that for department <br />heads it would be appropriate for a one year probationary period. <br /> <br />Motion carried. Voting Yes: Mayor Gamec and Chairperson Anderson. Voting No: None. <br />Absent: None. <br /> <br />Case #2: Authorize Hiring of City Planner <br /> <br />City Administrator Norman stated that the appointment of Sylvia Frolik to the Community <br />Development Director position left a vacancy in the position of Zoning Administrator. Staff <br />recommended for the 2000 budget, the position of Zoning Administrator with a name change to <br />City Planner. A multi-faceted recruitment process for a variety of municipal positions was <br />utilized and applications were received through November 5, 1999. Approximately 22 applicants <br />for various planning positions were referred to Special Projects Consultant Ed Shukle. Resumes <br />were reviewed and five finalists were selected for interviews. Interviews for the finalists were <br />conducted by the City Administrator, Interim Community Development Director Sylvia Frolik, <br />and Ed Shukle, on December 27, 1999. Following the interviews, reference checks were made <br />on the two final candidates. On the basis of interview results and reference checks, staff <br />recommended that the City Council authorize the hiring of Anita Rasmussen to fill the position <br />of City Planner, effective January 26, 2000, at the posted annual salary of $38,686 for step one of <br />the position, contingent upon satisfactory results from a physical examination. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Anderson, to recommend that City <br />Council authorize the hiring of Anita Rasmussen to fill the position of City Planner, effective <br />January 26, 2000, at the posted annual salary of $38,686, contingent upon satisfactory results <br />fi'om a physical examination and background check and subject to six month probationary <br />period. <br /> <br />Motion carded.
