I) <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />Attached to this case is a copy of the feasibility study addressing the storm sewer needs for the <br />Mississippi River Stormwater Subdrainage District No. 1. The feasibility study is a modification <br />of a draft feasibility study that was reviewed with several of the property owners at a meeting <br />held on December 20, 1999. The discharge of the storm sewer will be made to the Sunfish Lake <br />storm sewer. This alternative proved to be less costly than four other alternatives that had been <br />analyzed. <br /> <br />Council will recall the establishment of this district and this project was precipitated by the need <br />to install a storm sewer to facilitate the development of one of the benefited properties. This <br />property owner has plans to initiate construction in Spring 2000. A key element of implementing <br />this project will be to acquire the necessary easements to facilitate construction. If obtaining <br />these easements by negotiation is not possible, they can be obtained through eminent domain. <br />This process would be the critical element in implementing this project and would make late <br />May 2000 the earliest possible construction start. <br /> <br />Council Action: <br /> <br />Following the public hearing, the Council may either accept the feasibility study as presented or <br />may direct modifications.
