Case//3: Update on Year 2000 Construction Projects

This case identified the thirteen separate contracts for construction improvements that will be
undertaken in 2000. Several of these contracts include multiple projects. For example, the 2000
Street Maintenance Program and the Storm Sewer Improvement 2000 involve seven individual
improvement projects. All but two of the thirteen projects have been initiated, with either plans
and specifications being prepared or the projects currently in a mandatory 60-day moratorium
period. The two uninitiated projects need to have consultants selected soon.

The Committee was presented with a staff proposal to add an additional storm water project that
would provide storm sewer to the intersection of 142nd Avenue and Germanium and Fluorine
Streets. The cost of this project is estimated at $72,500 and would be financed by the storm
water utility. The Flintwood subdivision streets are scheduled for a bituminous overlay, and this
storm sewer should be installed before the overlay since it will greatly improve the longevity of
the pavements in those two intersections. The Committee recommended the addition of this
project in the Storm Sewer Improvement 2000 proj eot.

Council Action:

Motion to confirm the addition of the Flintw~od Storm Sewer to the Storm Sewer Improvement
2000 project.

Case #4: Report on T.H. #47 Surplus Property

Staff reported advertising the sale of surplus properties acquired for the T.H. #47 STP project.
Interest was expressed from two parties: Lord of Life Church is interested in purchasing the
former Elke property and an Erkium Street resident expressed interest in obtaining a strip of
property adjacent to their rear yards for the purpose of extending the size of their backyards. The
Committee recommended that the Elke property be offered to Lord of Life Church in the amount
that the City pays the Church for parcels 3, 4 and 6. The Committee directed that staff contact
ail the adjacent properties that have the potential for having their backyards extended by the
transfer of Surplus Parcel 3. The Committee suggested that all residents be given an opportunity
to purchase an additional strip at the appraised value of similar land acquired by the City for the
highway project ($0.95 per square foot based on the Katnis property appraisal). The Committee
expressed a preference for offering a uniform width of property to the property owners.

Council Action:

Motion to ratify the action of the Public Works Committee regarding the land sale to Lord of
Life Church. Also direct staff to contact all potential Erkium Street residents adjacent to
available surplus land to ascertain their degree of interest to purchase property.

I
I
I
I
I
I

I
I
I
I
I
I
I
I
I
I
I
I
