City Administrator Norman explained <br />that this issue was to be addressed two months ago but got lost in the system. <br /> <br />Councilmember Anderson stated it appears people are told they can go ahead but it would be at <br />their own risk, which she does not believe is good public policy. <br /> <br />Councilmember Hendriksen asked if a building permit was granted for this house and <br />Community Development Director Frolik replied that it was. <br /> <br />Mr. Kveton stated that a house is constructed and completed on this site. He stated that he <br />applied for and received a building permit for the house. <br /> <br />Mayor Pro tem Zimmerman stated this is an internal staffing problem. <br /> <br />Councilmember Hendriksen asked when it was known that a CUP was needed. <br /> <br />City Attorney Goodrich stated he would need to review the CUP and the conditions of the <br />issuance. He stated if there are several outstanding issues, the matter could be tabled. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to table <br />consideration of Resolution #00-01-XXX adopting Findings of Fact # relating to Mr. <br />Kveton's request for a conditional use permit for two dwellings on one parcel and a request for a <br />conditional use permit based on the findings of fact and adopt Resolution #00-01-XXX declaring <br />terms of same, including the construction of a Class 5 temporary cul-de-sac until a legal opinion <br />can be obtained along with additional information. <br /> <br />Motion carried. Voting Yes: Mayor Pro tem Zimmerman, Councilmembers Hendriksen, <br />Connolly, and Anderson. Voting No: None. Absent: Mayor Gamec. <br /> <br />Mr. Kveton stated that he understands the City has been under staffed but, in working with City <br />staff, he has found them delightful to work with. <br /> <br />Case #5: Request for Site Plan Amendment of Zitco Building; Case of Lowell Zitzloff <br /> <br />Community Development Director Frolik stated that Lowell Zitzloff submitted a site plan for a <br />26,096 square foot multi-tenant retail building and self-service mini storage located at 6111 State <br />Highway # 10 that was approved by the Council on October 12, 1999. The site plan submitted by <br />Lowell Zitzloff consisted of using rock face block for the building exterior, which complies with <br />City Code architectural standards. Lowell Zitzloff is asking for an amendment to the present <br />City Council approved site plan. The amendment would consist of allowing Zitco building the <br />option to use pre-cast concrete panels for the rear and side walls of the multi-tenant building. <br />Rock face block would be retained on the front wall.
