Donald Kveton, applicant, asked the Council to allow Mr. Bauer to address this point. He stated
that he does not understand what the problem is since there has been no problem with semitrucks
turning around during the construction phase. Mr. Kveton maintained that the turn around is
large enough as it exists.

Jerry Bauer, 14681 Waco Street NW, stated that he developed Echo Ridge exactly as the City
directed with a 66-foot cul-de-sac. He stated that he does not know why the road is 100 feet
short. He stated that in the nine years he lived there, the cul-de-sac did not cause any problems
but he believed that extending the road another 100 feet would create a hardship for Mr. Kveton
since it would result in removal of concrete pillars. Mr. Bauer stated the cul-de-sac is
blacktopped to the City specifications.

Councilmember Anderson asked if the caretaker's house is constructed.

Mr. Kveton stated that it is.

Councilmember Anderson stated that she preferred the opportunity to address the CUP prior to
the building being constructed, not afterwards, even if they are told to build at their own risk.
She asked if the caretakers will have children and how the school bus will get in.

Mr. Kveton stated the caretakers do have children.

Bob Longfield, 5751 177t~' Avenue NW, Ramsey, stated he has owned this property for nine to
ten years and the School District will not come down there. He stated that he has had to drive his
children to the end of the road. He stated that there have been more trucks on the road due to the
construction but usually it is very quiet. He stated that the school busses that drive in can back
up if they need to.

Councilmember Anderson stated that she would like this issue addressed at a work session since
she does not believe it is good public policy to allow building prior to the CLIP being issued.

Councilmember Hendriksen stated that he would like to see the CUP for the Armstrong and
Kurak properties. He stated that he served on the Planning Commission when they were
considered and thinks there was a great deal of concern expressed about building multiple
structures since it results in the difficulty of refusing it for anyone else. Councilmember
Hendriksen stated that this is actually rental property since services are being exchanged for
housing so it is even beyond the two cases cited in the report.

Counc. ilmember Anderson stated that she has a different concern about obtaining the permit prior
to construction.

City Administrator Norman stated that, in this case, there was a problem three months ago with
staffing levels and some things "fell through the cracks." He explained that Mr. Kveton was a

City Council/January 25, 2000

I
!
I
I
I'
I
I
I
i
I
I

I
I
I
I

I
I
