City Engineer Jankowski stated the City does not have firm well capacity or the ability to
provide the maximum daily need with the largest single source out of service so the City needs
the capacity right now.

Councilmember Hendriksen asked if the design process will be contingent upon a specific site, if
a different location will materially impact the design, and when it will be built.

City Engineer Jankowski stated that they have a site in mind and the height of the tower is an
issue since it needs to match the height of the existing tower. The soils on the site and type of
well foundation will be another issue. City Engineer Jankowski stated bids will be obtained this
summer with the foundation constructed in the fail.

Councilmember Hendriksen asked if a 60-day delay will be an impact.

City Engineer Jankowski stated the tower will not be in service until the fall of 2001 but the
tower coating/painting has two favorable times of the year which is the spring and fall. Also,
there is a backlog issue so the City has probably delayed on this decision longer than it should
have.

Councilmember Hendriksen stated he shares Councilmember Cormolly's concern about approval
of the City's Comprehensive Plan and the impact it might have on the need and location for this
tower. He stated he would support the design, inspection, and repair to the existing tower but
considering the comments about location specific, he wonders what will be done if the
Metropolitan Council holds the City "hostage" and requires something the City may choose not
to do to get a MUSA expansion.

City Administrator Norman asked if this relates to MUSA.

City Engineer Jankowski stated the water system is not bound by the Metropolitan Council since
it is the City's own water utility. However, it would have an impact if the question is the demand
coming from an area anticipated for expansion.

Councilmember Anderson asked what will happen if there are two dry summers.

Director of Public Works/Fire Chief Kapler stated that with the current storage facility, twice last
summer, the City ran to almost zero pressure with the demand from the existing homes and
businesses. He noted that the City continues to grow and from a Public Works staff standpoint,
this project is needed to provide proper storage today, not even considering future growth..

Councilmember Hendriksen asked how long the design phase will take and if the contract
requires the City to pay the $101,000 if the project stops after the design phase.

City Engineer Jankowski stated the design phase would be ready for bidding by April with the
contract awarded in May, He noted the design phase is $23,000 and the City would not be

City Council/January 25, 2000

I
I
I
i
I
I
I
I
I
I
i
I
I
I
I
I

!
