No Council action required.

4) Update on Storm Drainage Utility Implementation

Councilmember Hendriksen explained staff reported to the Public Works Committee that the
Stormwater Utility Ordinance introduced in November would require time to implement.

Director of Public Works/Fire Chief Kapter stated it has been re-estimated that the number of
parcels is under 100.

City Engineer Jankowski advised of the issues to be addressed and stated he would like to
provide an updated report to the Public Works Committee in February,

No Council action required.

5) Correspondence from Mn/DOT Regarding the Speed Humps on Dysprosium Street

Councilmember Hendriksen noted the Public Works Committee addressed the letter from the
State Aid office of Mn/DOT stating that the speed humps on Dysprosium Street may be in
conflict with State Aid rules. Mn/DOT has requested removal of the humps. He advised that the
Public Works Committee recommended that a response be drafted to Mn/DOT challenging the
authority to require removal. The Committee further recommended that a letter be drafted to the
Dysprosium Street residents informing that, although the City would pursue retaining the humps,
the City may either need to remove the humps or pay the MSA funds back to the State if the
humps are to remain.

City Engineer Jankowski presented a draft letter to Dysprosium Street residents for the Council's
review.

Councilmember Connolly suggested the letter indicate the City is in support of the residents and
identify available options along with the results of each option. She questioned the difference
between the term speed "humps" and speed "bumps."

Councilmember Hendriksen stated he would like the three options identified in the letter and to
assure it was understood the City was soliciting the resident's input on which option they
preferred.

Councilmember Anderson stated she believes "strings" do come attached with MSA funds and
you cannot install speed humps with those funds but the City did it anyway. Now, the City is
threatening residents that if the sPeed humps do not come out, the residents will be assessed for
the cost.

City Council/January 25, 2000

!
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
