City Engineer Jankowski stated if the speed humps remain, Dysprosium Street may need to be
removed from the MSA system so the City would have to pay back ten of the remaining years of
life on the street.

City Attorney Goodrich asked how this would be assessed through a 429 process since an
assessment needs a project. He stated that there would have to be some creative measures to
create that assessment process.

Councilmember Hendriksen stated if the speed humps are removed, MSA may consider it an
improvement.

City Attorney Goodrich stated the cost of removing them could possibly be assessed. He
recommended this matter be tabled and brought back to the Public Works Committee where he
can present possible assessment methods.

Director of Public Works/Fire ChiefKapler asked if staff should pursue the opinion of the humps
prior to that meeting.

Councilmember Hendriksen stated the entire"matter should be tabled so staff should not pursue
opinions. He suggested the matter come back to the Council.

Case #11: January Report from the Public Works Committee

1) Section 28 Development Study Presentation (Improvement Project #99-33)

Mayor Pro tern Zimmerman reviewed the area involved in this study and requested a brief
presentation.

City Engineer Jankowski advised the Public Works Committee met on January 18, 2000, and a
presentation was made to the Committee by SRF, Inc., the planning consultants retained to
perform the Section 28 Development Study. He stated the two transportation options considered
were whether there should be connections from C.R. #116 to the neighborhood to the north
which would allow residents from the north to get to a signalized intersection. The other issue
was to review the land use. City Engineer Jankowski noted a solution proposed was to introduce
another intersection midway between Ramsey and Armstrong Boulevards at Highway #10 to
address over capacity issues. The Public Works Committee directed that a public heating be held
on the transportation configuration to obtain citizen input regarding the two alternatives. One
alternative would have connections to the existing neighborhoods to the north, while the second
alternative would be without such connections. Written notice of the public heating will be
given to residents on t49th Lane and 149th Avenue.

Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to ratify the
direction of the Public Works Committee to schedule a public hearing on the transportation

City Council/January 25, 2000

I
I

!
I
I
I

I
I
I
I
I
I
I
i
I
