resolution in front of the Legislature as soon as possible. Councilmember Hendriksen advised if the new legislation is adopted, the fees would go to out-state communities. He explained that the renewal fee helps sustain the facilities and replace obsolete equipment and the on-going fees sustain employee costs and operating expenses for the franchise. Councilmember Hendriksen stated the proposed resolution is being unanimously recommended by Quad Cities Cable and has been adopted by other member cities. Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to adopt Resolution #00-01-XXX ADD TITLE. Further discussion: Councilmember Anderson stated her concern that this is being used to roadblock broadcasting Anoka County Board meetings which she believes should be broadcast. Councilmember Hendriksen stated that is a different issue and has more to do with the issue that they may not want to have their meetings broadcast. He stated that as a cable commissioner he would not mind playing a copy of County Board meetings on the City's system which would be available to Anoka County at no cost. Motion carried. MAYOR AND COUNCIL INPUT 1) Request for Work Session City Administrator Norman presented the topics for discussion at the upcoming work session. Councilmember Anderson stated that citizens are very interested in the benefits of having a high school in Ramsey and now the public perception may be that Andover wants the high school. She noted that the Council has not yet discussed this issue or made any indication concerning the high school. Councilmember Connolty stated that after Andover sites are exhaustively researched and rejected, it appears they will then consider the Ramsey site. Councilmember Hendriksen stated his belief that the site in Ramsey is not being seriously considered which is why Ramsey has not been invited to the table. Councilmember Anderson stated she believes there is a perception that a Ramsey high school site is not strongly supported by the Council. Upon inquiry by Councilmember Hendriksen, she agreed this issue has not been before the Council so she cannot support that statement. Councilmember Hendriksen stated he does not think the Council should be openly discussing comments before the Council is actually asked the questions.
