I <br />I <br />I <br />I <br />I <br /> <br />INTRODUCTION <br /> <br />A petition for the bituminous paving of Jackel Street from 153Td Avenue to 151St Lane was <br />received and certified as having more than 35% of the benefited property owners signatures. <br />This petition was certified to the City Council on December 14, 1999. The purpose of this study <br />is to determine the feasibility of paving this segment of street, which is currently dirt, with a <br />bituminous surface. This study will describe the nature of the improvements and identify the <br />costs and means of financing. The final section of this report describes the process the City will <br />employ for this improvement project and a projected schedule for key project milestones. It <br />should be noted that a similar petition and project has been received for the paving of Iguana <br />Street, one block to the east. Iguana Street will be addressed as a separate but concurrent project. <br />Should both projects be Ordered for implementation by the City Council, the projects will have <br />combined plans and specifications and be bid as a single project to take advantage of the <br />economies of scale. <br /> <br />EXISTING CONDITIONS <br /> <br />The present street consists of a native sand material and is roughly 24 feet in width. The <br />roadway is located in the center of the right-of-way. Drainage along the street is from north to <br />south along roadside ditches on both sides of the street. The majority of driveways have <br />culverts; however, most of those culverts are in poor condition. The street drainage is <br />transmitted to a low point near the intersection of 151st Lane and Iguana Street where water <br />apparently remains until it percolates into the sandy soil. <br /> <br />PROPOSED IMPROVEMENTS <br /> <br />The street will be regraded in its existing location and be provided with four inches of Class 5 <br />and two inches of a bituminous wearing course material. A sketch of the improvement is <br />included in the appendix and is labeled Minimum Paving Standards, At locations of existing <br />drives the bituminous material will be extended one foot from the edge of the roadway to <br />facilitate a future transition to the property owners with partially paved driveways. Where it will <br />be necessary to remove existing driveway pavement to accommodate a smooth transition <br />between the new paved roadway and existing driveway, the private driveway shall be neatly cut <br />and replaced with material consistent with the removed driveway material. In such eases, the <br />existing culvert will also be replaced if it is in poor condition. <br /> <br />In addition to the street grading, the project shall include the regrading of the roadside ditch in <br />spot locations where the present ditch is poorly defined and allows mn-off from the right-of-way <br />onto private property. Following grading and paving, all disturbed areas will be restored with <br />salvaged topsoil, if any is available. Property owners wishing to have additional topsoil placed <br />within their frontage area of the project must make arrangements to provide this topsoil. All <br />disturbed areas shall then be fertilized seeded, mulched and disc anchored. <br /> <br /> <br />
