NORMAN, CITY ADMINISTRATOR <br /> <br />SYLVIA FROLIK, COMMUNITY DEVELOPMENT DIRECTOR <br /> <br />COMPREHENSIVE PLAN <br /> <br />03/03/00 <br /> <br />CITY COUNCIL <br /> <br /> In order to fully respond to all issues raised in the letter from Richard Thompson at Metro <br />Council regarding the completeness of Ramsey's draft comprehensive plan submittal, there are two <br />unresolved issues that require input and direction from City Council: <br /> <br />Individual Septic Treatment System (ISTS) - The letter from Metro Council indicates that <br />the City needs to commit to amending City Code to require an inspection or pumping every <br />three years of on-site septic systems. <br /> <br /> 2. The housing dement is considered incomplete because it does not reference Ramsey's <br />Housing Action Plan. Please note that the Housing Action Plan was adopted in 1996 to fulfill an <br />obligation related to participating in the Livable Cornmtmities Act. I have consulted the City <br />Attorney regarding concerns that referencing the Housing Action Plan in the Comprehensive Plan <br />would imply participation in the Livable Communities Act. I have been assure that referencing the <br />Housing Action Plan will not imply participation in the Livable Communities Act. The only way the <br />City can participate in the Livable Communities Act is by Council adoption of a resolution <br />specifically committing to participation. However, the draft comprehensive plan currently <br />acknowledges participation in the Livable Communities Act on page VII-4, but it does reference <br />future participation. If Council makes a decision to opt out of the Livable Communities Act in the <br />future, the comprehensive plan should be amended to reflect that. <br /> <br /> <br />
