WHEREAS, the City of Ramsey is required by the Metropolitan Land Planning Act to update its <br />Comprehensive Plan; and <br /> <br />WHEREAS, the Metropolitan Council has reviewed the Comprehensive Plan draft dated <br />12/21/99, which was submitted to the Metropolitan Council on 12/30/99, for completeness; and <br /> <br />WHEREAS, the Metropolitan Council has requested that the City of Ramsey resolve to adopt the <br />necessary land use controls and revisions to implement the criteria identified in the Metropolitan <br />Council's Interim Strategy to Reduce Non-point Source Pollution; and <br /> <br />WHEREAS, surface water management is a significant part or the comprehensive planning goals <br />and policies of.the City and was accordingly included in the update of the Comprehensive Plan; <br />and <br /> <br />NOW THEREFOR BE IT RESOLVED THAT the city of Ramsey will apply Nationwide Urban <br />Runoff Program (NURP) standards for the design of new stormwater ponds and the Minnesota <br />Pollution Control Agency's urban best management practices titled Protecting Water Quality in <br />Urban Areas to the review of any proposed development occurring in the City of Ramsey to <br />reduce non-point source pollutant loadings in stormwater runoff. The City of Ramsey will <br />incorporate these standards and requirements in its stormwater management plan and land use <br />controls to implement this policy; and <br /> <br />BE IT FURTHER RESOLVED THAT the City of Ramsey will amend its official land use <br />controls to incorporate these standards within 120 days of the Metropolitan Council's approval of <br />the City of Ram sey's Comprehensive Plan. <br /> <br />Adopted by the City Council on ,2000. <br /> <br /> <br />
