Past Practices <br />There have been numerous opportunities whereby City employees were expected to fill in when <br />co-workers were unable to be at work due to vacation, illness, or unpaid leave. No pay <br />differential or out-of-class pay was granted in these situations. <br /> <br />A pay differential has been awarded to employees when a position has been vacated and <br />recruiting is underway for a qualified replacement. This has been the case when Council has <br />appointed an Acting City Administrator, Acting Finance Officer, or Acting Senior Accountant. <br />(Linda Waite-Smith 9/27/97, Diana Lund 3/30/98, Linda Mayer 3/30/98) <br /> <br />Recommendation: <br /> <br />Following the review of the labor agreement, City Code Personnel Policy, and past practices, <br />staff is recommending that the Council does not award out-of-class pay to Police Technician <br />Linda Aaseby during Arlene Stafford's extended absence. There are no provisions in the labor <br />agreement or in the City Code Personnel Policy to warrant awarding out-of-class pay. <br />Furthermore, past practices in Ramsey where a pay differential has been awarded has been in <br />situations where a position is vacant and recruiting is underway.
