Councilmember Hendriksen suggested that Mayor Garnet review this issue with staff and then
write a letter to the County asking where they are with regard to signalization at Thurston and
Dysprosium.

Councilmember Zimmerman asked about the study that was done with Anoka relating to #116.
He pointed out that Ramsey ended up paying 75% of that study.

Mayor Gamec responded that nothing has been done on the study.

Councilmember Zimmerman suggested that this issue could be a project for the new engineer to
work on.

Mayor Gamec stated he would hate to take 153rd out of the CIP right now.

Community Development Director Frolik noted it is the last link of the east/west corr/dor and
mentioned the second fire station.

Consensus was to put funding for 153/155 in the 2000 and 2001 CIP.

Councitmember Hendriksen - with regard to storm water drainage - page 57 - suggested that
page be removed completely. The next page talks about a section of 153ra flooding; he added
that there is a flooding problem a ways down 153rd also so another project should be added for
the area of 153ra between #56 and #57, He pointed out page 59 dealing with County Ditch
#3/66. If we do one half the ditch, we have to get all the permits, etc., he suggested it would
appear more economical to do the whole ditch. Improving the lower end does not make sense
when the problem appears to be more the upper end. Councilmember Hendr/ksen summarized
his suggestions: Delete page 57, leave page 58 and create a second similar project on the low
area between #56 and #57. Page 59 should include cleaning all the way up to C.R. #56. If we
can only afford to do half, we should do the upper half.

Councilmember Connolly stated she would like to look at different trail surfaces and also had
some questions about equipment replacement.

Discussion took place regarding park bleachers and the question was raised about bolting a board
across the back to be made safer. Councilmember Connolly expressed concern about building
gazebos and the like when there clearly is a need for active playfields. She added that the
parking lots also do not need to be so elaborate as thought should be given to the ease of
snowplowing, etc.

Councilmember Zimmerman felt that a lot more discussion on the items in the CIP is needed.

Councilmember Connolly referred to page 68.5 - remodeling city hall. She would like to see
that moved ahead but she was surprised to find out building a new city hall was in this CIP. She
was not aware we would be doing that so soon. The start date shows 2002.

City Council Work Session/January 31, 2000
Page 2 of 7

I
I
I
I
I
I
I
I
