He then
mentioned records and archives and how difficult it is to retrieve information.

Councilmember Hendriksen suggested contracting with someone to work on the City's
files/records.

Councilmember Zimmerman suggested that staff may know better what would work with record
management.

Deputy Clerk Thieling commented that it would be beneficial to have a records person in-house
to start on the records from most current - back.

Councilmember Hendriksen stated he would prefer that the changes be made to the CIP as were
suggested tonight and then it could be changed again when Council sees something they do not
agree with.

Councilmember Connolly commented that she would like to see a records retention program
started.

Councilmember Zimmerman reiterated he would like another meeting to talk about the CIP.

Ms. Lund offered that she will make the suggested changes and bring it back to Council.

2. CDBG Funds

Community Development Director Frolik explained some of the do's and don'ts for CDBG
funds. She also noted a trail map that Parks/Utilities Supervisor Boos had been working on with
suggestions for trail funding from CDBG. She pointed out that trails can be a CDBG funded
project providing the trails are ADA compliant. She talked about hiring a consultant to assist in
amending Chapter 9 of the City Code for the purpose of implementing the new Comprehensive
Plan. She pointed out that this project qualifies for funding as a planning project. Ms. Frolik
suggested that Council consider giving an amount to a few of the public agencies whom
requested funding.

Council directed staff to write a case for the next Council meeting with funding divided as
follows: (from the new funding) $39,000 to Solstice Park Trail, $8,500, total, to the public
agencies who requested funding, and $9,366 for ADA trail retrofits; (from the old funds)
$45,000 to the amending of Ramsey's Zoning Chapter, and $9,000 to the Rehabilitation of
Housing (ACCAP).

City Council Work Session/January 31, 2000
Page 3 of 7
