CASE <br /> <br />ADOPT RESOLUTION TO REALLOCATE 1998 COMMUNITY DEVELOPMENT <br />BLOCK GRANT FUNDS (CDBG) AND <br /> RECONSIDER ALLOCATION OF 2000 CDBG FUNDS <br /> By: Community Development Director Sylvia Frolik <br /> <br />Background: <br /> <br />On January 25, 2000, the Ramscy City Council made a motion to reallocate $63,988.00 in 19984) <br />CDBG funds. The funds were allocated as follows: a) $45,000 for the purpose of updating the/ <br />Zoning and Subdivision Chapter of City Code to implement the newly drafted Comprehensive\ <br />Plan; and b) $18,988 to Anoka County Housing Rehabilitation Program for improvements to~ <br />qualifying homes within the Ramsey City l~mlts. <br /> <br />On January 25, the City Council also adopted a resolution to allocate 2000 CDBG funds as? <br />follows: a) $8,500 to public service ag~cies; b) $39,000 for construction of a trail from the/ <br />seniors apartment building to Solstice Park; c) $8,634 for ADA trail retrofits; <br /> <br />Observations: <br /> <br />In accordance with CDBG procedures, a 30 day comment pe~ff~egarding the reallocation of <br />1998 funds for planning and housing rehab purposes has bee~pub!ished in the Anoka Union. If <br />the City receives no negative comments within that 30-flay period, we may apply to Anoka <br />County for the use of the funds as proposed. That 30 day comment period expires on March 20. <br />In order to expedite the timeline for availability of those funds, the City may forward a resolution <br />to the County at this time, requesting the allocation of funds for planning and housing rehab <br />pending no negative comments being received by the expiration of the 30 day comment period. <br />At the date of this writing, no comments have been received. <br /> <br />'Regarding the allocation of 2000 funds, the City has received verbal notice from Anoka County <br />that new trail construction, in fact, is not an eligible project for CDBG funds. The County is <br />taking the CDBG requests to the County Board on March 28. They indicates that if the City does <br />not want to lose control over where that $39~,O0.0_is_.spent,--an-alte-m~ve project has to be <br />submitted in time for the County to include it in their submi~.~.~e~Cp_~_u~ty Board. <br /> <br /> C~o_ming up with an 'alternate use for the $39,000 at this late .date is difficult because the <br /> application must include a budget and scope. The least complicated and eligible use at this point <br />'-q~-th~-County Rehabilitation Housing Program. <br /> <br /> <br />
