III, o <br /> <br />City Attorney Goodrich replied that the Council would have to adopt findings of fact in the <br />negative. <br /> <br />Councilmember Anderson stated that she is' concerned that the area of Commercial Asphalt may <br />be changing in the near future and thinks there should be an expiration date on the permit of less <br />than five years. <br /> <br />City Attorney Goodrich replied that staff is working on drafting interim use permits and could <br />grant a 60-day extension to the applicant. <br /> <br />Mayor Gamec stated that Commercial Asphalt has been a "good neighbor" in the City and <br />understands the concerns of the Councilmembers regarding the redevelopment of the area, but <br />felt it would be beneficial to work with them rather than denying the permit at this time. <br /> <br />Councilmember Hendriksen stated that he thinks the business, because of the odors, will have a <br />negative impact on the Business Park if it is redeveloped. <br /> <br />Gary Sauer, President of Commercial Asphalt, replied that there is no mining being done on the <br />property. He explained that there were numerous complaints when the plant was located in <br />Anoka, but noted the Ramsey plant does not operate the same way. They continuously work to <br />improve the facility. Mr. Sauer stated that they would be willing to do whatever the City wax,ts <br />including the issuance of a weekly, monthly or yearly permit. <br /> <br />City Attorney Goodrich recommended tabling the item for further information. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Cormolly, to table the item <br />for further information. <br /> <br />Motion cart/ed. Voting No: None. <br /> <br />Case #7: <br /> <br />Request for Extension to Record Final Plats for River Pines 3rd and 4th <br />Addition; Case o f U.S. Home Corporation <br /> <br />Community Development Director Fro.lik stated that on May 12, 1998~ the Ramsey City Council <br />granted final plat approval to Apple Ridge 2~d, 34, 4a' and 5m Additions being developed by Good <br />Value Homes. Subsequently, the property was sold and US Home Corporation, or Orrin <br />Thompson Homes, assumed the obligations of the development agreements. US Home desired a <br />plat name change and recorded the second phase of Apple Ridge as River Pines. Accordingly the <br />3rd phase of what was approved as Apple R/dge 34 Addition is currently in the process of being <br />recorded as River Pines 2''d Addition. City Code establishes a two year time fi.me from the date <br />of final plat approval to record a plat at the County.
