It is proposed that the nine lots with direct access be <br />assessed a full share and the other one lot, which has direct access onto an adjacent paved street, <br />be assessed a half share of the project cost. <br /> <br />Citizen Input <br /> <br />Ron Hayes, 8221 - 151st Lane NW, Ramsey, stated that he has direct access to 151st Lane and <br />questioned why he would be assessed for the project. <br /> <br />City Engineer Jankowski replied that he reviewed the history of how 151st Lane was paved, but <br />was unable to locate any assessment records to determine if Mr. Hayes was assessed for a full <br />share of the paving project. If the property was assessed a full share for the pavement of 151st <br />Lane then he felt it would not be appropriate to assess Hayes for the paving of Iguana Street. <br /> <br />Mayor Gamec inquired if Mr. Hayes has resided in the property since 151 st Lane was paved. <br /> <br />Mr. Hayes replied no, that he moved into the home in 1989. <br /> <br />City Engineer Jankowski stated that he Will research how the 151st Lane project was assessed <br />with the Finance Department. <br /> <br />Mr. Hayes inquired about the drainage problem in the area. <br /> <br />City Engineer Jankowski stated that the only drainage issue that will be addressed is where water <br />is running onto private property and some redefining of the ditch. <br /> <br />City Attorney Goodrich noted that there will be a special assessment hearing at a later date which <br />will determine how each property will be assessed. <br /> <br />Greg Smith, 15250 Iguana Street NW, Ramsey, wanted to verify that they would not be assessed <br />for any extension of City sewer and water. <br /> <br />Councilmember Hendriksen explained that the City has a Charter Amendment in place that gives <br />the property owner the choice as to whether or not they want to hook-up to City sewer and water <br />if it were made available except in a situation where a current property owner sells their home <br />and City sewer and water is available then they would be required to connect and that is a <br />requirement he is hoping to change. <br /> <br />Community Development Director Frolik noted that the proposed Comprehensive Plan has not <br />been approved by the Met Council and their neighborhood is not included in the 15 year sewer <br />and water availability plan. <br /> <br />Dwight Ekwall, 15200 Iguana Street NW, Ramsey, inquired as to who makes the decision to <br />replace a culvert. <br /> <br />City Council/February 22, 2000 <br /> Page 7 of 27 <br /> <br /> <br />
